Post El Niño aid expenses in websites, Recto tells agencies
Senate President Pro-Tempore Ralph Recto reminded agencies to post on their websites how much they have spent for El Niño mitigation from their Calamity Fund and Quick Response Fund in compliance with the disclosure requirements of the national budget.
If the projects are infrastructure, Recto said agencies must post in their websites the project title, location and detailed description, approved budget, and detailed estimates of the bid as awarded.
He said provision applies also to aid given to farmers who were affected by El Niño.
He said the disclosure would belie allegations that funds have not been released to their intended beneficiaries.
“It should be a province-by-province listing,” he said.
He said his staff reported that no government agency has made an online disclosure of funds they claim to have been released to areas affected by El Niño.
He said P500 million has been released each from the P6.7-billion Quick Response Fund to the Department of Agriculture and the National Irrigation Administration.
He said the QRF recipients are: DepEd (P1 billion); DOH (P510 million); DPWH (P1.3 billion); DOTC, including Philippine Coast Guard (P200 million); PNP (P75 million); BFP (P75 million); DND (P200 million); Office of Civil Defense (P530 million).
