Solon proposes food security council
Butil partylist Rep. Agapito Guanlao has filed a bill seeking to create a National Food Security Council (NFSC) that will ensure the availability of key food products while rationalizing the functions of agencies concerned with food production.
Guanlao said the bill will provide a single direction to the National Food Authority (NFA), National Irrigation Administration (NIA), Fertilizer and Pesticides Authority (FPA) and the Philippine Coconut Authority (PCA).
The NFSC, which shall be attached to the Office of the President, monitor the production of food in agriculture, aquaculture, fisheries and mari-culture and rationalize the use of infrastructure that complements food production.
It shall formulate a National Food Security Strategic Development Framework (FSSDF) to ensure the adequate supply of rice, corn, grain and other key food products at affordable prices especially in times of calamities.
Guanlao said the NSFC should also ensure the economic viability of coconuts taking into consideration their propagation, rejuvenation, promotion and marketing.
He said the NSFC shall promote and use environment-friendly pest management and control methods and rationalize agriculture extension work.
He said the bill will also monitor and regulate imports especially rice and corn.
