Lacson seeks free irrigation
Senator Panfilo Lacson has filed Senate Bill 43 or the “Free Irrigation Services Act” to help farmers still reeling from the effects of the El Niño.
Lacson said irrigation, a very basic governmental function, “can very easily be shouldered by the State” and should not be passed on to farmers.
He said his bill seeks to revoke the ISF (Irrigation Service Fees) and let government shoulder it through the annual budget.
Lacson said the ISFs were abolished by President Joseph Estrada in 1998 but were reinstated when the National Irrigation Administration sought the adoption of a socialized irrigation fee system.
He said the ISFs are occasionally suspended, particularly in times of calamities when it was unreasonable to impose additional fees on farm.
