Piñol sets DA’s targets for first 100 days of Duterte admin

Agriculture Secretary Manny Piñol has announced the targets of the Department of Agriculture for the first 100 days of the administration of President Rodrigo Duterte.

Piñol has identified at least 14 items for the DA’s to-do list for the first 100 days:

· Reorientation for DA officials and employees to guide them on the priorities of the new administration

· Embark on a cash for work program for farmers and fishermen affected by El Niño

· Begin a national mapping to determine the crops or agricultural activity best suited in a specific area based on geographic, climatic and soil type conditions or the Color-coded Agriculture Guide Map;

· Start the National Food Consumption Quantification Survey to determine the food and the volume of food consumed by the Filipinos that will allow government to forecast consumption in relation to population growth for better planning

· Begin a nation-wide inspection of irrigation services, dredging of silted dams and provision of shallow tube wells to ensure sufficient supply of water for the next rice planting season and provide support to farmers such as seeds, fertilizers and other farm inputs

· Start the distribution of fishing boats and nets to fishermen

· Conduct dialogues with stakeholders in the agriculture and fishery sectors to address their concerns

· Organize project management teams with the local government units of the country’s 10 Poorest Provinces to ensure that the DA’s food production program would also result in Poverty Alleviation;

· Launch the special project, Pagkain Para sa Masa, that will establish arrozcaldo feeding stations to ensure that the street dwellers and the homeless will not go to sleep on an empty stomach. This project will be implemented jointly with the Dept. of Health, Dept. of Social Welfare and Development and the LGUs in Metro Manila.

· Improve on the Pagkain Para sa Masa program by tapping street dwellers, urban poor and the homeless and train them for vegetable growing using the Israel Green House technology;

· Engage the Badjaos for the Bantay Dagat project and make them productive by having them clean the waters of coastal communities

· Spearhead the launch of a community-based milk feeding program in areas with dairy production in cooperation and coordination with the DOH, DSWD and Dept. of Educaton

· Include farmers in high risk areas in the Philippine Crop Insurance Corp.’s program in preparation for the La Niña and have the National Food Authority stock adequate rice and other food supplies in areas that will be affected

· Establish inter-agency connectivity between the DA and the Bureau of Customs to ensure that the smuggling of rice, meat products and other agricultural products like onion, garlic and ginger stops
