NIA collections fall due to Duterte’s announcement

The National Irrigation Administration’s (NIA) collections fell by 5 percent last year due to President Duterte’s announcement that irrigation will be free.

The Philippine Star, quoting a NIA report said the ISF last year fell to P1.5 billion from P1.7 billion in 2015 and that NIA’s collection efficiency dropped from 65 to 60 percent.

The NIA said after Duterte’s announcement, some farmers immediately stopped paying their dues to NIA.

NIA collects P2 billion in ISF yearly, which is spent for employees’ salaries and allowances and maintenance of existing irrigation systems.

Free irrigation starts around June. NIA will still collect unpaid ISFs.
