Militant solons to file bill on rice sector dev’t amid threats of free trade
Amid talks on the lifting of the quantitative restriction on rice, the Makabayan bloc at the House of Representatives will be refiling an updated version of a bill for the development and protection of the country’s rice industry due to the possible influx of cheaper rice from abroad.
Dubbed as Rice Industry Development Act (RIDA), the bill aims to provide a long-term solution to the rice crisis, as well as achieve genuine agrarian reform for the marginalized sector, Anakpawis Partylist Representative Ariel Casilao said.
At present, the militant Partylist groups are conducting massive public consultation campaign to get inputs from stakeholders and fine tune its provisions.
Under the proposed bill, illegal conversion of agricultural lands for commercial purposes will be penalized heavily, ensure subsidies for farmers, and create a National Rice Food Security Council to replace the National Food Auhority.
Initial demands during the consultation process includes the stop in rice imports, 100 percent sufficiency level targets, and breakin the traders’ control in rice trade.
