DA wants 4Ps funds converted into livelihood funds
Agriculture Secretary Emmanuel Piñol said he wants the P70 billion worth of funds allotted for Pantawid Pamilyang Pilipino Program (4Ps) to be converted into livelihood funds instead, which can result to greater food productivity.
Piñol said that right now, P70 billion worth of government funds are “being put to waste every year” because of the 4Ps program, which is a human development measure of the national government that provides conditional cash grants to the poorest of the poor.
This amount of money, according to Piñol, can instead be used as ‘livelihood funds’ so that 4Ps beneficiaries will be required to grow their own food, which they can also sell.
“I will make formal proposals for that. Instead of cash dole outs, it will come out as livelihood assistance. It will contribute to greater food productivity,” Piñol said in news reports.
The Department of Social Welfare and Development (DSWD) is the lead government agency of the 4Ps.
It is patterned after the conditional cash transfer (CCT) schemes in Latin American and African countries, which have lifted millions of people around the world from poverty.
